Minutes for all Working Group meetings and the SEC meeting will be available on the LTSC Web site. Those in attendance have 30 days to make corrections to the minutes before they are considered approved.
Officer Elections
Chad Kainz was elected vice chair and Brian Taliesin was elected treasurer. Both
Chad and Brian bring a lot of experience and perspective to the positions.
Awards
IEEE Computer Society certificates of appreciation and LTSC awards were given to
Frank Farance (for distinguished service as Vice Chair and as chair and
contributor to several working groups), John Tyler (for distinguished service as
Treasurer and as chair of 1484.1), and to Wayne Hodgins (for distinguished
service as chair of 1484.12 and providing leadership in the learning technology
standards community).
IEEE Proposal Concerning
Distribution of Standards and Copyright
The LTSC has received a proposal from the IEEE that will clear the way for LTSC
standards to be distributed for no charge. It also addresses copyright issues
for organizations publishing profiles that use LTSC standards or that are
translating LTSC standards into other languages. The LTSC is being asked to
replace some revenue the IEEE would get from the sale of standards and to
support some other administrative costs.
Coordination with other
organizations
In response to observations about the need to formalize procedures and working
relationships among all those involved with the development of learning
technology specifications and standards, the LTSC will propose more formal
liaisons with appropriate standards and specifications development organization.

Web Site and Collaboration
Services
The LTSC has gone through an RFP process (Request for Proposals) to determine
how to best support our Web presence and collaborative needs. The LTSC will
accept a proposal from iCohere (http://www.icohere.com)
to provide a suite of services including discussion groups, membership
management, document management, calendars, and collaboration tools. The
services will be provided via an ASP model. The LTSC site will remain at
http://ltsc.ieee.org and be
administered by the Networking Services and Information Technologies (NSIT)
Academic Technologies unit of the University of Chicago (free of charge). The
iCohere services will be integrated into a re-designed version of the site. No
existing information will be lost. Mike Fore (Mike.Fore@atsc.army.mil) and Chad
Kainz (cjkainz@chicago.edu) will be responsible for overseeing the design and
migration. Please send suggestions to them.
Next Plenary Meeting
The next LTSC plenary will be held June 18 - 20 at the University of Chicago
(downtown campus, where there are hotels). Stay tuned concerning the program.
New Study Group.
A new study group, chaired by John Tyler (jtyler@mitre.org), has been formed in
the area of Modeling and Simulation. Those wishing to be involved should contact
John Tyler and register for the email reflector that will be formed for the
group.
LTSA (P1484.1)
The P1484.1 standard is now in the hands of the IEEE Standards Review Committee
(RevCOM) for approval. John Tyler has indicated his intention to remain as chair
of the WG until approval and then step down.
DREL (P1484.4)
The LTSC has submitted a PAR to develop a trial recommended practice on digital
rights expression languages. The PAR is being processed by the IEEE New
Standards Committee (NesCOM).
Magda Mourad (magdam@us.ibm.com) was elected chair of the resulting working group. Juliette Adams was elected vice chair. A technical editor has not yet been identified. Those wishing to be involved should contact Magda Mourad and register for the LTSC-DREL@ieee.org reflector.
CMI (P1484.11)
The CMI meeting was devoted to a meeting of stakeholders in the SCORM/CMI
program. Two actions resulted. First, the LTSC will send an invitation to
representatives of appropriate organizations to participate in the formation of
an advisory committee for the CMI/SCORM program. Second, the LTSC will
coordinate efforts with the same organizations to host a web presence that
mirrors similar information and links concerning the CMI/SCORM program
LOM (P1484.12)
A ballot group is being formed to ballot the XML binding of LOM. The invitation
closes on March 19, so if you have not received an invitation and want to
participate, contact Wayne Hodgins (wayne.hodgins@autodesk.com) immediately.
The LTSC will propose a formal joint learning object metadata working group to the ISO/IEC JTC1 SC36 through its liaison.
REUSABLE COMPETENCY DEFINITIONS
(P1484.20)
The LTSC will send a letter to the IMS Global Learning Consortium requesting
permission to use of the IMS Reusable Definitions for Competencies and
Educational Objectives (RDCEO) information model and binding as a base document
for standardization as per IEEE SA guidelines and procedures. Contingent on this
permission, the WG will be re-activated with a rapid path to balloting a draft
standard through the IEEE.
